Ken Pagurek, the Federal Emergency Management Agency's Urban Search and Rescue chief, has resigned amid criticism over the agency's delayed response to Texas flooding and efforts by the federal government to dismantle the organization.

The Federal Emergency Management Agency’s search and rescue chief, Ken Pagurek, resigned Monday. Pagurek has been with the federal agency for more than a decade. His resignation letter says he’s returning to the Philadelphia Fire Department.

His resignation comes as complaints mount against the agency over its handling of flood relief in the Texas Hill County.
